This can happen with snaps that for example list an alias in their snap- declaration but they have dropped the corresponding application. I think openstackclients is in that situation for example. If you look at tasks of the refresh you'll see something like: Refresh aliases for snap "..." and nothing else. I can't reproduce it anymore with google-cloud-skd though. We are likely moving away from having aliases defined explicitly in the snap, snap.yaml at all.
