This can happen with snaps that for example list an alias in their snap-
declaration but they have dropped the corresponding application. I think
openstackclients is in that situation for example.

If you look at tasks of the refresh you'll see something like:

Refresh aliases for snap "..."

and nothing else.

I can't reproduce it anymore with google-cloud-skd though.

We could add logic to snapd to avoid the spurious task but there is some
extra complexity that would come with that.

We are likely moving away from having aliases defined explicitly in the
snap, snap.yaml at all.

Nevertheless what is true and will stay true is that because aliases all
share a global name space and may cause conflicts, they need some
custodianship over that name space,

at the moment aliases can be auto-enabled similarly as auto connection
for privileged interfaces (via assertions), these need to be discussed
on the user mailing list or discussed with a reviewer during a review
process (though not atm nor when they will not be in snap.yaml anymore
obviously they trigger a manual review).

all remote interaction now goes through the snapd daemon (not the
command itself), so that's the process whose environment needs tweaking,
not sure what's the best way to do that though

there's a branch sitting that just needs some cleanups that fixes most
of those errors:

it doesn't fix the errors in client/service though,  which I haven't dug
into, and also are random, not always the same test/tests fail, probably
scheduler changes related
