21.04.2022 - I installed xUbuntu 22.04 on computer with BIOS (no UEFI) - 
installation and reboot OK. There was only warning - "there is no EFI 
partition...". Then I put SSD in box SATA-USB and checked boot on computer with 
UEFI in legacy mode - OK.
Check if you select "device for boot loader installation" as disk like /dev/sda 
(not a partition  /dev/sda1)

Old BIOS (no UEFI), MBR hdd. 
Load updates (yes & no),third party software (yes & no), manual partitioning.

Comment - dialogue after partitioning:
"Go back to the menu and resume partitioning"
"No EFI System Partition was found. This system will likely not be able to boot 
successfully, and the installation process may fail.
Please go back and add an EFI System Partition, or continue at your own risk."
... Continue
Installed OK.
Only grub-pc installed - OK.

About live system - at shutsdown the system hold.
Last messages in console:
...
-> Starting shuts down the "live" preinstalled system cleanly
(3 times) -> /usb/bin/wichh this version of `which' is deprecated use `command 
-v' in scripts instead.

Thanks. 
'gsettings get org.compiz.unityshell:/org/compiz/profiles/unity/ disable-mouse' 
returned 'false'. 
Then toggling the setting from ccsm (unity - switcher) on and off  -  fixed it 
to me too.

I didn't do anything special. It is observed on 3 computers.
1. Intel P4 (2005) 3GHz, ram 2GB, , video - nvidia gtx6200 (nouveau)
2. Intel Celeron(2004) 2.2GHz, ram 1.5GB , video - ati radeon 9600 pro (radeon)
3. Intel Atom N450(2010 - netbook samsung N210) 1.6GHz, ram 2GB , video - intel 
gma 3150 (i915). 
OS - ubuntu 14.04.
