Ubuntu's current version is 14.04. Version 12.04 is two years out of date. The comment clearly states that the fix was released in version 13.10. I see no error in the report's current status. The workaround is to set the kernel.yama.ptrace_scope prctl (there is also some /proc path, probably /proc/sys/kernel/yama/ptrace_scope) to 1. If that solves your problem, then it is the same bug (more precisely, an incompatibility of the Ubuntu kernel). The gcc-4.7 requirement is, I'm afraid, an actual one. Fakeroot-ng 0.18 is written in C++11, and that is the earliest version of gcc that supports enough of the standard to compile it. If there are other C++ compilers in your version (llvm? I do not run Ubuntu, so I simply don't know), one of them might work.
