This don't looks like Neutron bug really and more like some misconfiguration or something like that. If You can't reach metadata service from Your instance, please check if haproxy service for metadata was spawned in the router namespace. You need also to check e.g. with tcpdump where your connection is stopped. That may give you some clue what and where is wrong. This is a bit strange as we do run Ussuri scenario jobs with L3-HA, see e.g. https://zuul.opendev.org/t/openstack/build/508a4cc49b0844978d107b74ed18982d/logs and it works fine. It also runs on Ubuntu Bionic. Public bug reported: It looks that keepalived 1:1.2.24-1ubuntu0.16.04.1 which is available in Xenial repositories breaks CI functional tests in OpenStack Neutron in stable/queens, stable/pike and stable/ocata branches.
