I experienced this bug on a machine that was initially installed with Kubuntu 6.06 (Dapper) and then upgraded all the way through to 11.04. Comment #3 fixed the problem for me. A .bashrc is only copied from /etc/skel upon user creation. This is the expected behaviour. If you want to have a .bashrc, why do you delete it?
