As a very inactive release-team member, this request sounds fine to me,
but the details are still somewhat vague here.

We need to get that new dependency packaged and in the archive ASAP.

As to a new upstream version for 3.10 support, sure if that's the easiest way 
to got 3.10 support, do it. The package sounds broken enough now that that's a 
no-brainer.
It would be good to have a diff to review, to make a less hand-wavey decision. 
Presumably a minimal patch to support 3.10 is also possible, as an alternative, 
but I don't have any objection to a new upstream version.

As I understand it, this is because pip expects the installation layouts
in sysconfig to be correct since Python 3.10. Previously it used the
layouts in distutils.sysconfig.

I'm afraid I can't walk you through resolving a broken upgrade in a bug
report, it's just not the best medium for the job. Nor can I see a
troubleshooting guide that I can recommend.

The process is that you need to complete the apt upgrade. Usually this
involves something like:

# dpkg --configure -a
# apt-get -f install
# apt-get upgrade
# apt-get dist-upgrade

eric should have been upgraded before python3.8 configured

The old eric was not compatible with python3.8.

Either way, the failed byte-compilation of that file shouldn't have
crashed the postinst.

The python3-pip package does not depend on libjs-jquery, fonts-dejavu-
core, or libjpeg8. These are indirect dependencies.

Many are not critical, and if you installed with --no-install-
recommends, you'd get a more minimal set. You'd probably need to
explicitly add some recommended packages that were needed, though.

libjs-jquery was brought in by python3-dev depending on libjs-sphinxdoc, for 
the HTML documents it includes.
fonts-dejavu-core was brought in by fontconfig-config, via libc-devtools, a 
recommendation of libc-dev-bin.
libjpeg8 was also comes care of libgd3 and libc-devtools.

Tests successfully for me, although I have to clear the virtualenv
cached eggs with --clear-app-data.

We could upload virtualenv to bump the version again, like

Firstly, this is not a pip bug, it's a failure for a package to build
under pip, that's almost certainly the fault of the package or its build
environment.

In particular, it seems to be looking for mpi.h in the wrong place.

Reproduced on amd64 with:

pip3 install h5py==3.1.0 --no-binary ':all:'

Debian builds h5py for mpi with: CC=h5pcc
That seems to do the trick here too.

  The python3-ply binary package should provide these virtual packages:
  python3-ply-lex-3.10, python3-ply-yacc-3.10, but it cannot provide them
  after a build in a fresh focal docker container.
  
  This is because the provided virtual package names are generated by the
  'debian/virtual-packages.py' script, which uses a shebang with
  '/usr/bin/python'. By default there is no 'python' binary on ubuntu
  focal.
  
  One solution could be adding the 'python-is-python2' package as a build
  dependency. I have used this temporarily.
  
  Or the shebang could be more specific: '/usr/bin/python2' or
  '/usr/bin/env python2'.
  
  Or the script could be ported to python3 with a proper specific shebang.
  
  It would also be useful to raise a build error, when the script fails.

[Availability]
All packages are already in universe, and in sync with Debian.
They are all architecture independent.
jaraco.classes, jaraco.collections is new to Debian & Ubuntu (currently only in 
experimental), and portend and jaraco.functools are relatively new, since 2019
cheroot and zc.lockfile have been in Debian & Ubuntu for many years.

[Rationale]
Dependencies of the new cherrypy3 18.6.0-1 release.

[Security]
No security issues ever reported for any of these libraries.

[Quality assurance]
All the packages are simple Python libraries, no configuration or debconf 
questions.
No open bugs in Debian or Ubuntu.
jaraco.classes, jaraco.collections, jaraco.functools, jaraco.text, portend, 
tempora, and zc.lockfiles's test suites are run at build time.
cheroot's test suite is not run at build time, due to missing dependencies in 
the archive (jaraco.context).
No significant lintian issues, although jaraco.functools, portend, tempora and 
zc.lockfile could fix some obvious trivial issues.

This issue is for a set of dependencies for cherrypy3

[Standards compliance]
Packages are simple python libraries, installed to the correct locations, and 
lintian clean (except old standards versions, compats, etc.)

All packages seem relatively well maintained upstream, and are a few years old

0 open issues and pull requests, upstream.
chreroot has tens of open issues and pull requests, but the project hasn't 
stagnated, it just seems to be being actively developed.
zc.lockfile has seen no commits since 2019, but doesn't have issues and PRs 
piling up.

  It seems like `9.0.1-2.3~ubuntu1.18.04.1` breaks the `--extra-index-url`
  functionality of PIP.
  
  In my understanding, the idea is for `--extra-index-url` to provide a
  PyPI-compliant repository that offers a few additional packages, allowing PIP
  to fall back onto the instance configured as `--index-url` (defaults to
  upstream PyPI). This has been the case with earlier versions, allowing us to
  host an internal PyPI repository containing a subset of packages, as well as a
  generic local caching PyPI mirror.
  
  In `9.0.1-2.3~ubuntu1.18.04.1`, it seems like the fallback mechanisms do not
  work properly, instead failing if _either_ the `--index-url` _or_
  `--extra-index-url` instances lack the package.

FWIW, since 20.1.1-1 python3-pip provides a pip binary equal to pip3.

There is no pip2. And there is no 2.7 pip library that it execute. So,
I'm not sure this bug is fixable.

  The pip3-20.0.2 from python3-pip package, and also installed with
  "python3 -m venv" (ensurepip module), ignores /etc/pip.conf.
  
  Based on https://pip.pypa.io/en/stable/user_guide/#config-file the
  /etc/pip.conf should work. Also it does work properly if original
  pip-20.0.2 is reinstalled to a venv from PyPI.

  1. Add special package index URL to /etc/pip.conf, for example

  2. Try to install a package from your special index

The issue is that pip patched their vendored appdirs module, which we
de-vendored in Debian.

https://github.com/pypa/pip/pull/7786 is a better solution, which fixes
it in Ubuntu >= 20.10.
