[Bug 1591515] [NEW] Network manager can't disconnect from wifi or connect to another wifi

Some time It reproduce when you select lock screen from menu or press win+l, ctrl+alt+l some time not. Some time it doesn't reproduce when chrome minimazed. But when I open lid I always need switch to eng to enter my password.
