This also happens when you copy a link to the desktop from the menu instead of just linking. The app is marked with a cautionary sign and there is a warning message indicated on the taskbar which you can't see because the mouse doesn't respond and the dialog window is not displayed. Public bug reported: If a link to an application is created on the desktop (from start menu drag-n-drop) and then the application is removed, further referencing the link as with ouse right click causes the dekstop to not respond. The keyboard is still functional so you can alt-F2 and logout and log back in. So it appears to be a KDE issue. If the link file is manually removed, it disappears from the desktop and solves the problem. I am using kubuntu arty with latest updates as of 10/14/17. I think this is fairly consistent and easily reproducible.
