[Bug 1910803] [NEW] update-manager display a blank window in version 1:20.04.10.2

First I have upgraded update-manager-core update-manager python3-update-
manager to version 1:20.04.10.2  on my Focal LTS 20.04 machine

then after "apt update" update-manager shows up to propose the upgrade of the 
system.
this windows is correctly displayed, but if I click on "upgrade" then a new 
empty windows appear and do not show nothing and the process of upgrading is 
stopped.

the only way to retrieve functionnality is to roll-back to version
1:20.04.10.1

"sudo apt install --reinstall update-manager-core=1:20.04.10.1 update-
manager=1:20.04.10.1 python3-update-manager=1:20.04.10.1"

then things are back to normal.

I have tested this process on Three focal machine with same results, so
it looks 1:20.04.10.2 clearly has a bug.

To give more information on this issue. We are heavily using cups lpd daemon 
(via inetd) because the machine is used to convert from some old systems, old 
fashioned printer that do not exists no more, and cups is able to convert this 
in whatever we want (pcl, pdf, postscript) via its powerfull drivers plugins 
system. 
So cups.lpd might be involved in this issue, because we dont have this issue on 
system that do not run cups.lpd

fix is on the way. Till now it has not been solved. I am running last
2.1.3-4ubuntu0.1 cups.

I got to launch it again, so I have finish with a cron job like

but it is a dirty solution. I have no idea of what make it stop.
NB: I have seen problems related to apparmor, this machine has no apparmor 
package.

but after that I have no more calendar, neither local nor distant (caldav, 
google, zimbra) 
the contact auto completion isn't working when filling an address. 
I don't know if this is the right place for this bug report.

when building packages I am used to :
cpan2deb cpan::name

however _some_ package does not build. examples : 
Dancer 
Plack 
Tk::CursorControl 
Any-Moose-0.13
Authen-Simple-Passwd-0.6
CGI-Compile-0.12
FCGI-Client-0.05
IO-Handle-Util-0.01
Log-Dispatch-Array-1.001

These packages do not build because of an error generating dependencies.

FIX : there is a fix, I am able to build the package when I correct the
control file in the debian directory of the cpan package building
directory

cd my package build directory
perl -pi~ -e 's|perl/||g' ./debian/control
dpkg-buildpackage -d

whith this fix I am able to build all the dependencies for Plack or ZooZ
I thing this is related to BUG #4044 but I am not sure. (not sure to understand 
correctly bug #4044)

no wpa for me (only wep  yes I know)
the AP is OK, tested a few different AP (microtec, netgear, linksys)
my machine comes from an upgrade of 9.04 on which the IPW2200 card works fine 
(it work fine on OpenSuse and Debian Lenny on the same machine) only karmic 
suck.
