Can also reproduce this issue on 5.11.0-43-generic on Ubuntu 20.04.

Screen turns off to finish shutdown, but the shutdown/reboot never
happens.

Since Adobe Flash Player is officially no longer available or end of
life, they seem to have made a redirect to a link, that
pepperflashplugin-nonfree likely uses for obtaining Flash, to the 'End
of Life' page of the Flash website. This means that when installing
pepperflashplugin-nonfree from now on it'll keep trying to download the
HTML file for the end-of-life page.

Ubuntu 20.04.1 LTS
Newly installed pepperflashplugin-nonfree - 1.8.6ubuntu1

Someone should probably update this package to, instead of trying in
vain to download Flash, show a notice saying Flash has reached end-of-
life and so this package is no longer available. Packages like Opera
from the official Opera repository still depend on this package,
currently.

I originally reported this to Calamares, because of the fact it affected
Feren OS and Feren OS was the original place I found this issue happen,
but whenever a custom ID for GRUB is set that isn't 'ubuntu' it will
result in GRUB being always in Minimal Bash-like Editing is Supported
mode.

Reproduction Steps:
1. Delete everything in /boot/efi/EFI including folders to make a clean slate 
(excluding Windows EFI Directories if they're there, they won't change anything)
2. Do `grub-install /dev/sda --uefi-secure-boot --bootloader-id=efifoldername` 
in Terminal with 'efifoldername' being any folder name that isn't 'ubuntu'.
3. Restart the system

What was expected:
GRUB would boot normally even with a different EFI folder ID

What actually happened:
GRUB booted into Minimal Bash-like Editing is Supported unless the ID is 
explicitly set to 'ubuntu'.

Additional Notes:
I also proceeded to do extra tests before reporting this issue in Terminal on 
the affected machine:
'grub-install /dev/sda --uefi-secure-boot --bootloader-id=feren' Resulted in 
broken GRUB (Feren OS's EFI folder name since this bug was first noticed by me 
through Feren OS using a different EFI directory name)
'grub-install /dev/sda --uefi-secure-boot --bootloader-id=ubuntu' Resulted in 
working GRUB
'grub-install /dev/sda --uefi-secure-boot --bootloader-id=testlabel' Resulted 
in broken GRUB

remove it from the menu, but a corrupt remains of the installer after

have a Windows 8.1 (UEFI) computer on the Hard Drive and this Ubuntu
install on the external HDD. I configured the BIOS to boot into legacy
OS`s and the OS is the normal Ubuntu (No respins.) with the other
Desktops installed onto it with the bug across all the menus. Please fix
it when you have time...
