I can reproduce this bug on both an Ubuntu 13.04 Raring Ringtail Live
USB and an installed system upgraded from Ubuntu 12.10 Quantal Quetzal.

Steps to reproduce:
1. Log in from the graphical interface.
2. Switch to tty1 (Ctrl-Alt-F1)
3. Switch to tty2 (Ctrl-Alt-F2)
4. Switch to X11 [tty7] (Ctrl-Alt-F7)

If you can't reproduce the bug following these steps, you might need to
repeat steps 2 to 4 a few times. I wasn't able to reproduce this without
first logging in from the graphical interface.

I've installed the 3.5.6 kernel, and I can still reproduce this bug.
Although I just grabbed the linux-image and linux-image-extra debs and
installed them. I'm not sure if they contain the patches, or if not, how
to apply them.

I can't seem to reproduce this, but here's roughly what I did (yes, I
realized, what I'm doing is stupid and doesn't work):
