IMO we shouldn't split the bug unless there's evidence of an unrelated
cause in cases where there's no overlap.

I'm not convinced that blaming it on Nvidia isn't justified. The xrandr
CLI tool cannot directly fix a broken monitor layout; usually it turns
off one monitor and spits out an error. In any case there's definitely
an issue that's lower-level than mutter.

A workaround I've found is to switch to a single landscape monitor
configuration and then specify the ENTIRE monitor layout in a single
xrandr CLI command. You can't do it in stages or you'll get errors.

[Bug 1882853] [NEW] No video output if top of primary monitor is below top of secondary monitor

Area where video should be is, depending on the video output mode
selected: a darkened VLC logo, a copy of the bottom toolbar in the top
left corner, or just plain black. Resizing the window causes the toolbar
to "ghost" on top of where the video should be.

Exact monitor configuration if needed (xrandr CLI): --dpi 192 \
--output DP-0 --mode 1920x1080 --pos 3840x0 --rotate 
left --scale 2x2 \
--output DP-2 --mode 3840x2160 --pos 0x1288

Changing the last position flag to 0x0 "fixes" the problem at the cost
of cursor position being "wrong" when transitioning between monitors.

OBS has a very similar issue, see here:

Which makes me think it may in fact be a Qt bug.

In my configuration, the main monitor is landscape and the secondary
monitor, to the right, is portrait. The most common result appears to be
the primary display as seen by the DE being far wider than the actual
monitor, and the second monitor being disabled entirely. Hitting "revert
changes" usually doesn't actually change things back. Further, the
xrandr CLI tool behaves strangely until the side monitor is removed from
the layout entirely. Things behave as expected if the side monitor is
set to landscape.

After further experimentation, I discovered that this issue only occurs
under certain multimonitor configurations; specifically, in the case of
two side-by-side monitors, if the right display's top edge is higher
than the left display's top edge. If the right monitor's top edge is
aligned with or blow the left monitor's top edge, the window renders
correctly.

The OBS main window UI is so broken/corrupted as to be unusable. The
menu bar is missing, preview doesn't work, and some elements are sort-of
moved to the top where they shouldn't be. Resizing the window makes
things much worse -- screenshot attached.

Bizarrely, it seems to be fine in the live environment and in the snap
package. That doesn't help me much as I need v4l2sink.
