This bug appears to be related to the tzdata bug and I was able to upgrade to gutsy by following the workaround instructions for that bug. The workaround is that you change your timezone to Europe/Berlin and then do the upgrade to gutsy or if you just did a failed upgrade, you change your timezone to Europe/Berlin and do a dpkg --configure -a. This bug also effects Linksys WUSB54GS devices. Forcing the device to run using a workaround detailed in this thread: http://www.ubuntuforums.org/showthread.php?p=1313658#post1313658 (bottom of first post) does not seem to have any negative effects on the system. Other bug reports related to this issue claim that the problem is only with unpowered usb hubs. I've plugged my Linksys WUSB54GS into my computer and the kernel still deactivates it.
