I absolutely agree too.
This bug keeps me from upgrading my Ma's Ubuntu.
She often usese her Digicam and imagine that Usecase:
I upgrade to 8.10 or 9.04, she plugs in her digicam and she obviously
wont be able to download the photos which would cause an instant
call with screaming words:
Son what have you done? I cannot download my photos anymore!
Is the cam broken?
Shall i tell her that this is expected behaviour?

For normal users this is the absolut opposite of expected behaviour!

I have *nearly* the same problem here:
Enabling keyboard layouts stop my arrow keys working but not instantly.

I enabled the keyboard layouts some days ago and then that:

And today (two days later) all of  a sudden my arrow keys + ins, delete,
pg up+down stopped working.

Disabling the keyboard layouts made my arrow keys  + ins, delete, pg up+down

Intrepid Ibex on amd64 with kde 4.1 installed.

I have Microsoft Natural Multimedia Keyboard 1.0A.

Scince Kde 4.1 IIRC my Multimedia Keys stop working when i enable the
keyboard layout in the kde system settings.

Meaning i can choose the next track, increase and decrease volume with
my keyboard right after a fresh install of kde 4.1, but after i enabled
keyboard layouts and choose the german layout as second one they
stop working.

So i go to System Settings - Keyboard  Mouse - Keyboard Shortcuts
and want to reassign the keys to their function but if i press one
of the multimedia keys they aren't recognized anymore.

The first time this happened to me was on 8.04
when the ppa's kde 4.1 packages were released and i upgraded
to them.

Right now i use the updated 8.10 on an amd64 architecture.

After the upgrade to 8.10 i choose a fresh kde 4.1 configuration
so my multimedia keys worked until i enabled keyboard layouts
today.

I hope this was not too confusing, at least it took me a very long
time until i figured out what makes them stop working.

I got the same Problem here scince the upgrade to kde 4.1 beta 2.
When i try to run kontact 4 i get the following error:
kontact: symbol lookup error: /usr/lib/kde4/lib/libkdepim.so.4: undefined 
symbol: _ZN13KRichTextEdit17mouseReleaseEventEP11QMouseEvent 

Kontact ran fine under kde 4.1 beta 1.

I am runnuning Kubuntu Hardy 64 bit.

Last week i upgrade my kde 4.0.4 to the kde 4.1 beta packages provided by 
nixternal (whomever this may be :D).
And see, i connect my cam and it works, i can access it under kde 4.1 beta with 
dolphin 4 and konqueror 4.
Didn't try kamera ( i dont even know if a backport kamera 4 exists).

So for everybody who urgently needs his cam to work, try considering an
upgrade to kde 4.1 beta.

When i connect my Olympus C-370Z i cannot acces the files on the cam.

digikam autodetects the camera correct, but when i try to acces it it tells me:
Failed to list files in /

It looks like the system doesnt mount the cam to a appropriate path.
df -h gives:

The same here on amd64.
I installed KDE4.0 some weeks ago on Hardy4 and it worked like it should.
I went with the updates to KDE4.01 which worked too.
But scince a couple of days i get the same error messages like the OP.

I can reproduce exactly the same the behavior on my machine.
Kubuntu - Hardy with the todays update installed.

Adding the -d option works, so 
trickle -u 8  -d 1000 wget -c 
http://neacm.fe.up.pt/pub/ubuntu-releases/gutsy/ubuntu-7.10-desktop-i386.iso
limits the download spped to 1000 K/s

Ok, just to clear things out.

trickle -u 8 wget -c http://neacm.fe.up.pt/pub/ubuntu-
releases/gutsy/ubuntu-7.10-desktop-i386.iso

produces the same behavior, it limits the dl rate to 10 k/s, which it shouldnt 
do i think.
My native understanding is that -u option shouldnt touche the dl rate in any 
way.

Hm, ok, there must be a more severe bug inside the program.

The first thing you mentioned was the fact that 
trickle -u 8 wget -c 
http://neacm.fe.up.pt/pub/ubuntu-releases/gutsy/ubuntu-7.10-desktop-i386.iso
downloads only with 10 K/s and this can be explained by looking in the code 
above.
Setting the -d  option works, it your download will be as fast as you want 
to.

So i checked out what goes on with the upload.
I used the tool you proposed, nethogs:
trickle -u 8 -d 1000 wget -c 
http://neacm.fe.up.pt/pub/ubuntu-releases/gutsy/ubuntu-7.10-desktop-i386.iso

Now nethogs shows me an upload value of ca. 6 k/s with short peaks at 12
K/s measured over 1 minute

And now comes the really weired thing, exchanging the -u and the -d option, 
like you wrote above
i get an upload value at ca. 34 K/s with peaks at 40 K/s which is all my 
connection is able to transfer.

Maybe you can try exchanging the options and see if it does change
anything.

I dont know if my bug really relates to this but i think so.

What i did:
I fiddled around with the user management in kubuntu (System Settings, User 
Managament)
Added a user, and deleted him again because i couldnt login with the new user.
I moved on to the console and added a new user with useradd, which worked.

Now, when i open kdesu userconfig and try to activate the user (he was inactive 
tells me the gui)
and change the standard shell for him i get the following output on console:

Hm, i only tried the php-default, and was a bit early with my statement.
The template worked as long as there were no active downloads.
But adding a download and trying to look at statistics or amule-web-mainprefs
crashes amuleweb again.

Hi there,

i even installed amule daemon with web interface on my server version 2.1.3 on 
feisty.
I had the same problems like the OP and its definitely a template problem.
Copying all files from /usr/share/amule/webserver/default to
/usr/share/amule/webserver/php-default solved the problem quickly.

I still get displaying errors in the webfrontend, but the webserver doesnt 
crash anymore:

After some time trying i laid the problem aside.
Last week i got a new Graphic card (Nvidia 8800 GTS)
and reinstalled Feisty (kubuntu).

Scince the nvidia-glx-new drivers didnt work for me i installed
the binary driver from nvidia.

xawtv now gives:

which could be solved by using the -nodga option (xawtv -nodga).

Despite xawtv working i ran into something crazy.
Starting kdetv worked, scanning and everything was fine.
I shut kdetv down, played a bit (imported old settings from my
former install) restarted kdetv and see, the old failure i described in

reappeard.

I finally got it working again by playing around with the settings in kdetv,
but cant remeber what i exactly did.

I wasnt able to reproduce this last bug.

Hm, seems like this but was my fault somehow.

Some time ago i install feisty herd 5 and went with
the upgrades to feisty final releas.

I then bought another graphiccard (the old one os an ati)
and messed a lot around  with the nvidia-glx* drivers and
the binary drivers from nvidia.

Seems like mixing them wasnt good.

I reinstalled feisty and choose the binary driver
from nvidia, now i can switch to some other users.

Seems like i cant help u with this bug anymore,
but i'll try hard to reproduce it again.
This time without mixing my drivers.

i found a workaround here:

Running sudo dpkg-reconfigure debconf and choosing dialog as frontend

Same problem here on my machine (msi p965 neo, core 2 duo), adept
upgrader reports the same problem and an sudo apt-get upgrade doesnt
work too.

Not upgrading x11-common reports the same error, i had to take out xorg and
xserver-xorg too, then it works.
