I have just found the issue also here:

Can you explain why this bug was nominated against a series that is no longer 
supported?
The model 7139 is still supported by Dell.

Thank you for the answer.
Initially I have installed fresh xubuntu 18.04 version.
Just because touchscreen did not work, I have googled a bit and found this 
article:

There I have found a reference to potential kernel issues:

Having that information in mind, decided to experiment with different ubuntu 
versions (again fresh):
16.04, 17.04 - both were successful (kernel 4.10).
Following the kernels topic, I have decided to experiment with the kernel 
version by 18.04 according to:
https://askubuntu.com/questions/700214/how-do-i-install-an-old-kernel
It drops down to "sudo dpkg -i *.deb".
The page contains the link to http://kernel.ubuntu.com/~kernel-ppa/mainline/
Up to now I have tried following (starting with 4.10 as found by 16.04/17.04):

I believe you have asked me to test the last one. Just did it today without 
succcess.
Starting from 4.13.1 nothing works. The last version 4.12.14 works fine for me 
(like 4.10.17 too).

Notice missing SYNA7500:00 06CB:6D6B and SYNA7500:00 06CB:6D6B Pen devices.
Booting xubuntu 18.04.1 LTS with the old 4.12 kernel solves the issue by now 
for me.
