I recently had to reinstall my PC and the problem was gone (I'm still using precise). I have exactly the same problem in i386. The OS version is 12.04.1 32 bit, NIC is Macronix 98715. With 12.10 LiveCD NetworkManager works as designed. The problem does not occur on i386: I tried versions linux-generic-pae 3.2.0-23 and 3.2.0-26 and both work without problems. I don't understand your question. I installed the packages from http://kernel.ubuntu.com/~kernel-ppa/mainline/v3.5-rc7-quantal/, rebooted and the problem still exists.
