Oneiric reached EOL on May 9, 2013.
Please see this document for currently supported Ubuntu releases:

We were wondering if this is still an issue in a supported release? If
so, could you please test for this with the latest development release
of Ubuntu? ISO images are available from http://cdimage.ubuntu.com
/daily-live/current/ .

If it remains an issue, could you please run the following command in
the development release from a Terminal
(Applications-Accessories-Terminal), as it will automatically gather
and attach updated debug information to this report:

apport-collect -p linux replace-with-bug-number

Also, could you please test the latest upstream kernel available following 
https://wiki.ubuntu.com/KernelMainlineBuilds ? It will allow additional 
upstream developers to examine the issue. Please do not test the kernel in the 
mainline kernels archive directory daily folder. Once you've tested the 
upstream kernel, please comment on which kernel version specifically you 
tested. If this bug is fixed in the mainline kernel, please add the following 
tags:
kernel-fixed-upstream
kernel-fixed-upstream-VERSION-NUMBER

where VERSION-NUMBER is the version number of the kernel you tested. For

I took a look at the Oneiric w83795 HW monitoring driver, and it looks
like it is trying to read an invalid device address (error code -6
stands for -6).  Address 0x43 seems to be related with the alarms (but I
could be wrong with this one).

Anyway, after looking at the mainline kernel, I realised that the only
commit that is not already in your kernel is commit

72fea694c4208d7ee1704a7dbccddd54af352cde hwmon: (w83795)
Unconditionally support manual fan speed control

Since one of the symptom you're seing is to have the fans at very high
speed, I've built an test kernel containing this commit and uploaded it
here:

http://people.canonical.com/~henrix/lp1050914/v1/amd64/

However, I guess you have not easy way to trigger the problem so it
would be difficult for you to test it and say whether it solves the
problem or not.

Did this issue start happening after an update/upgrade?  Was there a
kernel version where you were not having this particular problem?  This
will help determine if the problem you are seeing is the result of the
introduction of a regression, and when this regression was introduced.
