You can only scale to those cpu frequencies supported by your cpu.

Please check which frequency is listed in 
/sys/devices/system/cpu/cpu0/cpufreq/cpuinfo_min_freq.
You might also want to look at 
/sys/devices/system/cpu/cpu0/cpufreq/scaling_available_frequencies to know 
which steps are available.
I hope I got the filename to these pseudo files right.

How do you know that these are the only frequencies supported by the
chipset?  Is it possible that we just don't have the right information?
