You can only scale to those cpu frequencies supported by your cpu. Please check which frequency is listed in /sys/devices/system/cpu/cpu0/cpufreq/cpuinfo_min_freq. You might also want to look at /sys/devices/system/cpu/cpu0/cpufreq/scaling_available_frequencies to know which steps are available.
