apport-collect does not work for me because I am not the bug's reporter. However, I have tried to find a reliable way to reproduce this bug. I have found it to be very easy to reproduce on two computers, but it is not that easy to understand when it happens. I have come to the conclusion that it is a race condition, because it happens more easily when start-up is slower. Sometimes the menu is shown and seems to work, but clicking on any menu item does nothing. Sometimes the shown menu is the menu of oosplash, instead of the menu of the application (Writer or Calc.) Sometimes the menu is shown only by doing Alt+F10 and not by holding down the Alt key or hovering the mouse on the top panel. Sometimes the menu is shown after switching to and from another window.
