Keep in mind than any kernel parameters should have double quotes around them like so: GRUB_CMDLINE_LINUX_DEFAULT=quiet splash. The bug basically prevents any further updates. I most probably see the same bug: the upgrade to memtest86+ 4.20-1.1ubuntu2.1 hangs during configure. I could figure out it does something in the postinst file but didn't dig deeper, just removed the postinst and downgraded to the previous version.
