When those packages got installed, apt generated a new grub.cfg
file. Same thing happened when apt configured them.
This report is very lacking in detail. You must specify which Ubuntu
version you are using, and give precise package names (there is no
“memtest”) and versions upgraded to and from.
Anyway, this particular issue has already been reported. See
http://bugs.debian.org/481542 for some discussion on why it will not
be implemented.
