Public bug reported: I just installed custom version of Ubuntu 12.10 Server with KDE and Apper as the package manager. The policy kit part was installed, but unfortunately it was policykit-1-gnome so there were no dialogs in Apper. I fixed the bug by installing polkit-kde-1 manually.
If you look at the package page of for example quantal version of apper: http://packages.ubuntu.com/quantal/apper you can see it depends on policykit-1-gnome *or* polkit-kde-1. Since the Gnome version got installed because I started with Ubuntu base and not Kubuntu, the dependency was satisfied for apper, but unfortunately this resulted in an unusable program. The same goes for other programs that need GUI authentication (like SystemSettings).
