This bug is not reproducible on a clean raring install.  The error shown
in the original bug description must be caused by having an out-of-sync
version of libpango1.0-0 installed.  This would be caused either by
having a ppa enabled, installing libraries from the ppa, then disabling
the ppa; or having raring-proposed installed.

If you disabled a ppa on your system, it's recommended that you use the
'ppa-purge' command to downgrade your libraries back to the standard
packages.  For raring-proposed, it's important that users do not have
this enabled and pull packages from it - it's not intended for end-user
use.

Looking into this further I realised I was wrong about packages from
proposed. That was indeed the main cause of the problem. I downgraded
several packages that were installed from proposed and then disbaled
proposed. I have now successfully install ia32-libs (which has allowed
me to install skype and google-earth). So thanks to Francis Brown..

Actually I had another issue I had to solve to get ia32-libs to install.
I forgot that I had xorg-edgers ppa enabled before I upgraded from
quantal to raring. It turned out that some edgers packages from quantal
were newer than raring but I couldn't downgrade them from synaptic
without removing a whole lot of stuff, so I enabled the xorg edgers ppa
for raring and dist upgraded. I then ran pp-purge to downgrade
everything back to normal raring packages. Well having proposed enabled
was the main problem but this also shows that some ppa's can be
troublesome when doing release upgrades.

I did have proposed enabled but there don't seem to be any packages
installed from proposed at present. I have disabled proposed anyway.

Have you got the proposed repository enabled? And/or have mismatched
package versions available between i386 and amd64 libs?

That was the problem on one of my machines. i.e. that one of the
packages wanted for dual arch had failed to build for one of the
architectures, meaning that the same package version could not be
installed for both i386 and amd64. Hence an error in unresolved
dependencies that required removal of ia32-libs etc.

(proposed repo in raring should not be enable by default, as such
mismatches are possible in it.)

Solution for me was to downgrade anything from proposed and with version
mismatch, disable proposed repo, distupgrade and reinstall i32-libs.

I can no longer use it Aftershot Pro without ia32-libs.
It was uninstalled after a partial upgrade and I can't reinstall it.

This is serious - commercial software not working also.

I have noticed that it is gone with dist-upgrade to 3.8.0-7 #16 SMP
x86_64.  When I look to install it indicates several broken
dependencies:  flashplugin-installer and nspluginwrapper.
