Me too I did rm ~/.kde/share/config/plasma-* (after saving those files), and 
restarted p-d.
Then recreate your desktop, with help of the original plasma-desktop-appletrc 
to remember the elements on your previous desktop.
Noticed that multiple-windows dont work that well anymore and the 
window-selector applet is no longer available.

I'm not sure what you are trying to say with the last comment.
Do you want me to attach each of the original (saved)
~/.kde/share/config/plasma*  files?

Or, attach copies of the current files, since the problem is still
happening...

I forgot to say that I did a rm -rf in ~/.kde/share/apps/plasma/plasmoids/
before I starting removing icons from my desktop, and restarting p-d.

Sorry, I spaced out and missed the second major thing you wanted me to
try.

I did rm ~/.kde/share/config/plasma-* (after saving those files), and
restarted p-d.

cpu % times are all small now, e.g. plasma-desktop not even in the 'top' 
top 50 processes, and Xorg at  1%.

should that not yield results you can also attach aforementioned files
to the bug report and completely remove them, then restart plasma-
desktop to see if it is a widget problem at all.

by remove I mean move them elsewhere, i.e. so that you can restore the
original setup again ^^

Seems to me some widget is going mad and constantly triggers redrawing.

So we ought to find out which widget it is
easiest way would be to backup .kde/share/config/plasma* and then keep removing 
widgets until the load turns normal.

should that not yield results you can also attach aforementioned files
to the bug report and completely remove them, then restart plasma-
desktop to see if it is a widget problem at all.

also ls -l ~/.kde/share/apps/plasma/plasmoids/ would be good to see.

the lock file is probably from some editor, you can remove it though.

as for removing widgets... simply remove them from inside plasma, start
at the desktop (if you have multiple activities also note that you will
need to remove the widgets from each activity). I'd start with the
facebook, notifier and gcal thingy.

if you want to be extra sure you'd restart plasma-desktop after each
widget was removed

you can easily restart plasma-desktop by executing:
kquitapp plasma-desktop; sleep 2; plasma-desktop

1. I removed the old lock file; no effect

2. I incrementally removed all icons on the desktop; no effect

3. I removed most, but not all, icons (widgets? I'm not sure about the 
terminology here)
that are embedded in the menu-bar (which I keep at the bottom of the screen) ; 
no effect

4. I did notice an effect when I clicked on the plasma icon (Panel Tool Box 
widget?) at the
lower-right-hand corner;   when the additional panel-settings window was 
hovering above
the menu-bar (panel), the plasma-desktop cpu dropped from about 90% to about 
70%,
and stayed there;   when I exited the Panel Tool Box panel-settings window, the 
cpu
percentage of the p-d process went back up to about 90%.

Each time I restart plasma-desktop, I get quite a few error messages from X and 
 some
from plasma-desktop.Here's one that caught my eye:

plasma-desktop(23604)/libplasma Plasma::isPluginVersionCompatible:
unversioned plugin detected, may result in instability

I have no idea what is happening with this msg.

In case those messages are relevant, for context, I'll attach a file that 
contains one such series 
of messages in response to a p-d restart.
