Public bug reported:

Binary package hint: pulseaudio

When the pulseaudio daemon is active (as enabled by pulseaudio-esound-
compat and System->Preferences->Sound->Software-mixing), I am unable to
alter the output sound volume with any control in alsamixer -c 0 (PCM,
CD, Mic, PC Beep). No matter what any of these controls are set to, the
output volume is always 100%, although the "Master" mute toggle does
mute/unmute the sound.

On an ASUS F3Jm, as in IRC discussion with crimsun in #ubuntu+1 (2007/06/04):
"""
crimsun pA will only lock the primary PCM element.
...
crimsun: ok, so you've got one primary mixer control for output, which explains
the "lock"
crimsun: unfortunately this means there's no free control for pA by default
