As per https://wiki.ubuntu.com/Releases, Ubuntu 13.04 reached EOL on
July 17, 2014.

The hw does *not* support OpenGL 2.1. The only to enable it is by faking
a few functions and quite frequently incurring software rendering.
Because it is such an oft requested "feature" the next version of mesa
does enable the faked support by default - to the detriment of Unity
(which in its current incarnation  then causes mesa to fallback to
software rendering)
