The crash is trivially reproducible with python3 -c 'from PyKDE4.kdeui import KApplication; KApplication()' https://launchpad.net/ubuntu/+source/pykde4/4:4.11.0-0ubuntu1 was uploaded around that time, but downgrading to https://launchpad.net/ubuntu/+source/pykde4/4:4.10.97-0ubuntu1 does not help.
