Today March 7, 2014, I reproduced on a fresh VM install of 14.04 and on a fresh 13.10 install. Both were installed with encrypted disc and home options. Upon first launch the Ubuntu Software Center and install the BOINC package. These were installed in virtualbox 4.3.8. Can you please try in a Virtual Machine or in a clean environment? The issue is not with the client, but with the BOINC Manager's GUI. I've attached an image of the permissions default bullet point location. If you select suspend or any other option the next time you restart your system and look at the Manager's preference settings your bullets will appear this way. The client should already start on boot.
