python-sip 4.15.2 provides sip API 10 and 10.1, so you've got another
copy of python-sip installed, probably in /usr/local.  This isn't a
package bug.

thanks for help.

I make some test in my program to find out where is the another copy. It
turns out that there is another sip.so in the program's local directory,
which was copied by cx-freeze while building the standalone program in
13.04.
