I also encountered this problem of nm-applet on updated feisty.  
But on released Hardy, the problem seems fixed.

It still has the behavior described in my original report, even under
Hardy Heron.  However, I think I now understand that this is its
intended behavior.  Running nm-applet only adds the nm icon to the
notification area and does not terminate.  If the nm icon is already
there, it still does not terminate but it also has no visible behavior.
Running nm-applet does not bring up any GUI windows, such as you would
get by selecting from the left- or right- mouse button lists of the nm-
applet notification icon, which is what I expected (a GUI application).
In other words, nm-applet is not a GUI program in the same sense as, say
firefox or openoffice.org or gnome-terminal.
