There are changes in the 3.13 kernel that make Radeon HD 7xxx hardware faster and more stable. Ubuntu 14.04 Trusty Tahr currently has the 3.13.0-12.32 kernel. Are you able to test it? If so, could you please test for this with the latest development release of Ubuntu? ISO images are available from http://cdimage.ubuntu.com/daily-live/current/ .
