I tested with Hardy, and question marks no longer appear in filenames on
CD. Every line of fstab belonging to CD and floppy drives contains the
utf8 flag. So marking this as fix released.

I have the same problem on 8.04 with the external FireWire drive and cyrillic 
filenames.
Unfortunately adding iocharset=utf8 into the policy files does not help. Can it 
be they get ignored by hald?

I've found a probably related bug in 8.04 Hardy Heron. In my case, it's
my friend's flashdisk and a Japanese characters. They showed up as
"white question marks inside a black diamond" and a note in parentheses
that says something about encoding (forget the exact wording).

My friend is a windows user.
