This problems comes from using a dual keyboard layout. I face the
problem using Ubuntu, but other distros most have the same problem.

When I first log in the computer, I use a default input language to type
my password (english). Then I use my session switching between french
and english keyboard layout. Then I lock my session and when I come
back, the keyboard input language is set to the session language.

I think from a user perspective, locking a session is about the same as
logging out except he keeps his windows opened. So the input language
should be set to a default language then whether the user first log in
or he locked the screen he input the password using the same key
sequence and not having to check the current language.
