To be more specific, kickstart will let you specify a percentage for
creating an LVM volume, but not for non-LVM partitions.

I don't think that the underlying functionality in Kickstart exists to
provide percentage-based partitioning. IMHO, that should be a
prerequisite to enabling this in the system-config-kickstart interface.
