This is fixed in the latest version of Gutsy which I currently have installed, at least for my ATI Radeon 9600 card. I have a similar problem, although I don't know if it's the same. Turning on Compiz n Gutsy doesn't draw window borders. The window decoration plugin can be turned on and off but all it does is enable and disable shadows. I use what ever the system default is for Gnome, I don't change this stuff. I will see if I can attach a screenshot to the bug report.
