Public bug reported: In Ubuntu versions prior to 14.04 LTS, installing libtcnative-1 and configuring server.xml as follows:
<Listener className="org.apache.catalina.core.AprLifecycleListener" SSLEngine="on" /> is sufficient to enable APR.
