I don't see why this is marked with importance "low". It's vital to be able to change fonts if you have short sight. So for accessibility reasons (a legal requirement in UK), this should be set to high. I have the same problem after upgrading to 14.04. Had I known about it I would not have upgraded. Yes I have a menu bar. Ok, that doesn't make much sense to me. Did you install special plugins?
