AFAIK this was caused by the proprietary Cisco AnyConnect VPN client I had installed. I unstinatlled it (sudo /opt/cisco/vpn/bin/vpn_uninstall.sh), updraded the packages without a hitch and reinstalled the VPN client. Just about everything to do with updates is producing error codes, necessitating verification that updates were actually installed. I thought it centred around a malware filter I installed a couple of days back, but removing it didn't help.
