Public bug reported:

I'm using ubuntu gnome and I have es keyboards installed in the
preferences

no other keyboard is installed

However, whenever I restart gnome-shell (with alt-f2 r), the es keyboard
keeps selected, but my keyboard reset to an en one.

In order to get again the es one I must go in the region and keyboard
preferences, install a new keyboard, switch to the new one and switch
back again to es.

this bug is quite annoying
