Maybe you're confusing the date of that particular microcode update (2013-06-12), with the date of the public release of the microcode update *pack* (which has microcode updates for hundred of different processor models)? Also, the iucode-tool package is not responsible for whatever microcode should be installed. That's the job of the intel-microcode package.
