The problem is that, at least with xubuntu (xfce indicator plugin), the messaging menu never appears in the panel, unless libmessaging-menu0 gets installed, although applications using it are installed (e.g. thunderbird). Seems to me like Thunderbird's messaging menu integration is optional.
