This should be significantly improved in the BlueZ Gnome 1.8 package that entered intrepid yesterday. I have a radio killswitch (on my Thinkpad Z60m). But I need it on for WiFi. Powertop says my bluetooth device is the biggest cause of wakeups, but I've used it once in three years. Switching Bluetooth on and off should be integrated with the rfkill switch framework. This is out of the scope of BlueZ and we decided not to handle it.
