Yes, it is PCManFM job to present that menu, but it is entirely depends on Gvfs - if that operation is supported then PCManFM shows that option, if it isn't, then doesn't. But surely it's PCManFM that presents the menu of options? With pcmanfm 1.2.0 (on Lubuntu 14.04 LTS) there's no "rename" option, but with pcmanfm 1.2.3 (on Lubuntu 15.10) there is... Well, dav:// support isn't implemented in PCManFM, it is implemented in the Gvfs module which then is used by PCManFM so this issue should be prompted to Gvfs I believe.
