The current Ubuntu development version (at the moment Xenial) will
receive newer versions of packages up until release as they are either
packaged directly in Ubuntu or synced from Debian.

I see that Debian has packaged a newer version of ltsp, 5.5.5-1 [1], so
I guess it might help getting that into Ubuntu. The latest version in
Ubuntu carry some Ubuntu-specific changes though (you can tell since
ubuntu is part of the version number 5.5.4-4ubuntu2). Unless these
changes have been included in the Debian package, the newer package will
need to be manually merged from Debian to Ubuntu [2].

Hi Shahar Or, unfortunately Ubuntu doesn't accept newer versions of upstream 
packages.
It usually only accepts small fixes if one follows the SRU process:

You might try to change this bug report to an SRU, maybe the Ubuntu
maintainer will accept it.

>From Ubuntu 16.04 and onwards, LTSP won't be in the "main" component
anymore, so it will be easier for upstream developers to publish
versions for Ubuntu then.
