Thanks for reporting. Through the publishing history for this package, I found that electrum has not only been removed from Ubuntu, it has been blacklisted to keep it from syncing as well. Bug 1481033 talks a bit about the concerns regarding this package, though I don't know whether that has changed in the meantime.
