Right, understood. The installer tried to set reasonable locales based
on the selections you made.

It works as expected. But there is an inconsistency under the hood:
While the UIs you encounter after the installation only show language
options which represent translations, the installer does not care about
that. So in your case the installer set en_NZ.UTF-8 everywhere. But
since there are no en_NZ translations, that locale is ignored with
respect to the display language.

In case of Xubuntu, with lightdm-gtk-greeter, you instantly are enforced
to select one of the available translations, and the locale is altered
accordingly.

So please focus on the actual behavior of your desktop. Are you
encountering a real problem? I don't think you are.

What I think you should do is asking yourself which of the available
translations are closest to the English you speak in NZ, and select that
language. Based on your geographical location I would suspect it's
en_AU, but really don't know.

to be fixed, I'll be happy to open this bug report again. But I don't

install process and confirming that my location was Auckland when
requested.

It sounds like something isn't working properly during the install. Do I

Considering that there is no longer any en_NZ 'translation', it's
pointless to use the en_NZ.UTF-8 locale for language. It results in the
original untranslated (en_US) strings being showed. That's why Language
Support and lightdm-gtk-greeter work as I said. The installer may set
LANG to en_NZ.UTF-8 etc., but it doesn't change the behavior compared to
en_US.UTF-8.

I just installed the latest daily ISO for Ubuntu.

Immediately after installation, the command "locale" shows the
following:

LC_TIME="en_NZ.UTF-8"

LC_PAPER="en_NZ.UTF-8"
LC_NAME="en_NZ.UTF-8"

LC_MEASUREMENT="en_NZ.UTF-8"
LC_IDENTIFICATION="en_NZ.UTF-8"

Which is more or less what I'm wanting.

This leads me to think that the problem may be with the way I installed
this instance of Xubuntu in the first place (from ubuntu-core, if that's
relevant).

Time for a reinstall, I think.

@axel: Not the same issue.

@Jane: The options in Language Support and lightdm-gtk-greeter for
setting language are there for selecting the translation for menus and
messages. Previously the English language packs included a en_NZ
'translation' from en_US, but it seems to have been dropped in Xenial.
The reason is probably that there were too few translations to justify
its inclusion.

So this is not actually a bug, but rather a consequence of the currently
applied threshold for including translations.

Given that, possibly you may now want to use en_GB or en_AU instead of
en_US, if any of those is closer to the English dialect of New Zealand.

Although I installed

I set pl_PL with 
sudo dpkg-reconfigure locales
and later also in Mate languages setting 
In Mausepad or Pluma and LibreOffice I do get Polish letters  but Mate 
interface is still in English. 

In Mate language support Polish is not even listed (not visible as
installed).

I also have problems with typing in Polish in wine. I don't know if this is 
related but might be.
