There are 20 scopes results in the News and Magazines department in the store. In uappexplorer there are tens though... The scope in question does not show, only in searches. The scope is obviously passing the correct frameworks, otherwise the package would not appear when searching for it either. How many results are in the department? What position does this one appear at? The package index is properly returning the package when requesting the
department, given you pass the framework is required by this package in
its v3.0 version:
