It sounds like you have a corrupted file system. In that case any software that's running on that file system has the potential to not behave as expected. If a python module, config file, keys, certificates, etc are not accessible then the software very likely won't work. If you end up being able to access the system and can send some more system details, logs, etc, we can take a look. For now I'm going to mark this bug as invalid for the Horizon package.
