Same issue on installing 18.10 desktop as a fresh install (scrubbing over old OS, auto-everything). I find a solution. Today, I reinstall win10 in UEFI+GPT mode and then install Ubuntu 16.04 LTS, it success, while in the previous BIOS+MBR mode the Ubuntu installation will stuck at "starting cleanup of temporary directories". a workaround I found is to stop network manager and then install.
