Thanks Alexey.  That worked, but since terminal is now a snap, it
crashes docky shortly after startup.

Try the following workaround:
1. Find executable file /usr/share/applications/Terminal
2. Drag and drop the icon on the Docky
This worked with OpenSuse 42.3 Gnome 3.20.2

More information on this bug.  It appears to be a Wayland problem.
Things appear to work properly in Gnome with an Xorg session.

I have now tested it with other docking applications and it works fine
so I'm going to say that this is most likely a Docky issue.
